CONCORD — Planning Board refined five zoning bylaw amendments for the 2026 Annual Town Meeting. The board continued a definitive subdivision application for 874 Barretts Mill Road LLC (four new lots) to January 20, and spent the meeting revising MBTA Communities zoning language to clarify that multifamily development cannot require special permits in floodplains but may face site plan review; simplifying Wireless Bylaw explanations while keeping dense technical language as reference; adopting a clear foot-candle definition for Exterior Lighting standards and planning field testing to confirm a two foot-candle ground-level cap; refining Mixed-use Bylaw open space language pending economic feasibility analysis; and tightening Joint Parking Bylaw provisions on demand documentation and Building Commissioner approval requirements. Board members were assigned to present each article at Town Meeting.
