Natural Resources Commission approves seven Warner's Pond Management Committee members.
Natural Resources Commission · Meeting of January 28, 2026
CONCORD — Natural Resources Commission appoints seven members to newly formed Warner's Pond Management Committee after contentious public hearing. The commission voted 4-0 on each appointment (Commissioner Bill Kemeza abstained on all), selecting Phil Brewer, Elissa Brown, Christine Denaro, Carlene Hempel, Bill Kemeza, Nick Pappas, and Dan Stapleton for staggered terms ranging from one to three years. Chair Sarah Grimwood defended the selection process against resident concerns that two appointees had prior supported dam removal, stating follow-up discussions confirmed both were committed to the committee's stated mission of pond restoration.
The commission also issued three Negative Determinations for projects at Minute Man National Historical Park, Nashoba Brooks School, and the Concord Country Store, and continued four permit applications to February 18, 2026.
