CONCORD — The Concord Municipal Light Board reviewed a draft 2027 budget forecasting higher power costs and softer heat pump rebate demand. Staff presenter Jason told the board purchased power costs are projected about $1.4 million higher than 2026, split between roughly $700,000 in higher commodity costs and $500,000 in anticipated ancillary costs. The forecast cuts air-source heat pump rebates by about $150,000 to match declining uptake while adding $40,000 for a new marketing campaign.

Board member Warren Leon said he worried combining a January rate increase with a shift to phase-two time-of-day rates "could backfire" on customer understanding, prompting staff to lean toward delaying any split change until later in 2027. The board approved prior meeting minutes and voted to adjourn, both 5-0 on roll call, with no rate decision made; a full forecast and vote are expected in November and December.
