CONCORD — Financial Policy Work Group clarifies capital and debt calculation methodology after years of inconsistency. Members present—Select Board Rep Wendy Rovelli, Finance Committee members Don Kupka and Lois Wasoff, CFO Jennifer Barrett, and Assistant CFO Ryan Ferrara—unanimously approved prior minutes and agreed that the town's capital financing target of 7 to 8 percent of total budget should be calculated using a denominator that excludes Concord-Carlisle Regional School District and Minuteman assessments. The group defined capital financing as annual cash outlay plus debt service expense, not gross authorization, and agreed to recommend a five-year formal review cycle for all financial policies.

CFO Barrett will draft revised policy language for Finance Committee review on March 19 and Select Board presentation April 13, after which the work group will dissolve.
