Financial Policy Work Group approves revised reserves policy framework

Concord Financial Policy Work Group endorses revised Reserves Policy with 4 percent floors on Free Cash and General Stabilization funds. Chair Wendy Rovelli reported the Select Board approved changes to the framework; Chief Financial Officer Jennifer Barrett is drafting warrant articles for 2026 Town Meeting to amend reserve fund authorizations and establish a Capital Stabilization Fund. The group declined to create a separate Regional School District Allocation Fund unless the district forecasts a major enrollment shift within two years.

The work group adopted the state DLS template for revising Debt and Capital Policies, benchmarking practices from Belmont, Lexington, Wayland, and Wellesley.
