Financial Policy group backs $3.5M in reserve transfers for Town Meeting.

CONCORD — Financial Policy Working Group unanimously recommends $3.5M in stabilization transfers for Town Meeting. The group backed a $750,000 transfer to the General Stabilization Fund as part of a 10-year plan toward a $5.95 million target, plus an initial $1.25 million to establish a new Capital Stabilization Fund for major capital projects and a $1.5 million release from the Middle School Stabilization Fund to offset fiscal 2027 debt service. Select Board Representative Wendy Rovelli, Finance Committee members Don Kupka and Lois Wasoff, CFO Jennifer Barrett, and Assistant CFO Ryan Ferrara agreed that building public understanding of each fund's purpose is the primary goal, with transfer amounts secondary.
