Concord Cultural Council reviews three year strategic plan for district development. Consultant Zannah Noe presented a framework to organize the council's work through 2028, including five working groups focused on fundraising, marketing, community engagement, festivals, and public art. Year one prioritizes establishing management systems and branding; year two deepens partnerships and artist support; year three targets funding stabilization and public art projects.

The council introduced two prospective members, Jack Megan and Laurie O'Neill, and assigned members Anita Tekle, Hilary Taylor, and Barbara Ewen to organize a spring grantees' gathering.
