Concord work group moves into Phase 2 design of town-wide bias incident reporting system. The seven-member Bias and Hate Incident Reporting Work Group approved prior minutes and advanced concrete design work, defining how incidents should be categorized by location, basis of bias, and type of harm. Members emphasized that meaningful victim support, not just data collection, should define success, and that transparency with annual public reporting on trends should be central to the system.
Task assignments include compiling bias categories from Georgetown and Boston College examples (Pisharody) and developing precise language for incident location categories (Lubega-Kalisa).
