Concord Board of Health revises nuisance order after tenant appeal. The Board voted unanimously to revise the language of an odor nuisance order for 18 Nathan Pratt Drive Unit 106 after hearing an appeal from tenant Tracey Flaherty, who stated she burned incense and sage but not cigarettes. Public Health Inspector Michael Funaiole had detected a strong odor outside the unit on January 27.
The Board confirmed the nuisance but found no definitive evidence of smoking violations. The Board also unanimously appointed Andréa Joseph as agent for the health department, bringing it to full staffing as of February 2026.
