CONCORD — The Concord Board of Health voted unanimously to affirm a $3,000 fine against a Caterina Heights homeowner who failed to start septic repairs by an April 1, 2026 deadline. Director Melanie Dineen had assessed the fine at $200 per day for April 1-15; work began May 5 and finished May 25. Janine Olsen appealed for the homeowners, citing financial hardship, but the Board noted they had been invited to prior meetings and did not attend.
The Board also unanimously extended a five-year variance for BrightSpot Piercing, allowing operator Megan McManama, a board-certified nurse practitioner, to perform ear piercings without obtaining a body art permit.
