Personnel Board · Meeting of August 12, 2026
CONCORD — Personnel Board upheld denial of sick leave payoff in longtime employee case. The Board unanimously sustained the Town's decision denying Anita Stefanasi Hill's appeal under policy PPP-11, finding that the accrued sick leave benefit applies only to employees hired into regular status before July 1, 1992. Ms.
Hill, who worked for the Town since 1988 in the Recreation Department, remained classified as temporary until 2014, when she became full-time. Robert Hill, a retired Town employee and her husband, expressed concerns about the decision and raised questions about potential disparate impact on women in the Recreation Department. The employee handbook will be revised to clarify sick leave payoff eligibility.
